Marshfield committees to tackle housing, budget issues

MARSHFIELD – Three Marshfield city committees will meet next week to address housing initiatives, budget amendments and downtown development funding.

The Housing Committee will convene Aug. 18 at 4 p.m. in City Hall's public conference room to discuss housing needs for low-income residents and potential partnerships with assistance agencies.

The meeting comes as two major housing projects face financial hurdles. Developer Joe Dunne of J.Jeffers & Co. is seeking low-income housing tax credits to convert the historic Weinbrenner building at 305 W. Third St. into affordable housing, with units restricted by area median income. Based on Marshfield's 2023 median household income of $59,333, affordable units would rent for about $890-$1,187 per month.

Meanwhile, developer Jeff Hill's proposed 16-17 lot subdivision near Westwood Drive faces more than $1.7 million in utility connection costs, including $700,000 for sewer lines that would require crossing private property where the landowner refuses permission.

Committee members will consider zoning code changes to promote smaller homes and allow second residential structures on single lots. An update on the Weinbrenner facility redevelopment will include discussion of using the city's $430,000 affordable housing fund for the project.

The Finance, Budget and Personnel Committee meets Aug. 19 at 5:15 p.m. in Council Chambers to consider two budget resolutions. One would fund cost overruns for the Adler Road Trail project using contingency funds. The original Transportation Alternatives Program grant estimated $455,771 in total costs, but final expenses could reach $768,672.

The committee will also review Budget Resolution 19-2025, which would reallocate $2,500 from economic development funding to cover production costs for a promotional video marketing the Yellowstone Industrial Park.

Other agenda items include updating the School Resource Officer agreement with Marshfield School District and discussing whether exempt employees should track work hours.

The Downtown Marshfield Business Improvement District Board will meet Aug. 20 at 8 a.m. in the 2nd Street Community Center to approve its 2026 operating plan and set the BID tax rate at $1.32 per $1,000 valuation, generating $80,000 in assessments.
